This happens because the wind will cause the wrap material to shake against the surface and scruff up anything that it rubs against. 

Your boat will also be prone to damage from pests that may find their way into the boat, even if it is completely covered when you put it in storage. You won't be able to monitor your boat every single day, so you'll be surprised to see any potential damage that is caused when the time comes to get your boat out of storage.
